Organization of HR 4872

There are three main divisions of the bill:
  • Div 1 Committee on Ways and Means: Heath Care Reform
  • Div 2 Committee on Education and Labor: Health Care Reform
  • Div 3 Committee on Education and Labor: Investing in Education
The first two divisions have a parallel structure but the third division is a seperate education related topic.

The pdf document that I downloaded has no pdf navitation features (no bookmarks, no links, etc. and so is almost impossible to use on a computer.  The table of contents has no page numbers!).  So here's a start at a TOC that's more usable.

The Division are broken down into Sub Divisions (sD), which are in turn broken down into Titles (T), Sub Titles (sT), etc.
But starting at the Title level the two house committees did not use the same title numbering sequence although the names are the same.

When comparing the number of pages (in parenthesis) between Div 1 and Div 2 if they were the same the page number might differ by one page because they do not start at the top of a page.   Most of the time the number of pages is the same but other times there is a difference.
