This showed up on eBay listed as "ROCKWELL COLLINS PROGRAMMER NO TEK DATA FREE SHIPPING". When I started playing with the keyboard and watching the LCD dot matrix display I discovered that this is a data loader for the USQ-113 comminucations jammer, like used on the EA-6B Prowler (Wiki).

In many cases if you press an invalid key the display shows BAD KEY in the lower right.
