Background
This showed up on eBay listed as "ROCKWELL COLLINS PROGRAMMER NO TEK DATA FREE SHIPPING". When I started playing with the keyboard and watching the LCD dot matrix display I discovered that this is a data loader for the USQ-113 comminucations jammer, like used on the EA-6B Prowler (Wiki).

Display
The LCD dot matrix display seems to only be used as a 2 line by 16 character character display.
In many cases if you press an invalid key the display shows BAD KEY in the lower right.
Keyboard
The keyboard is a 5 row by 4 column with some keys having a yellow, green or blue shift meaning.

If a correct key sequence is pressed an asterisk(*) is appended to the line and numeric and decimal point keys are active.
TTBL "TARGET EDITOR"
CTBL "COMM2 EDITOR" Baud rates can be set from a list between 300 and 9600 or can be set like 300.123.
